Part of Marketing resource management: the parts worth your attention
Marketing resource management checklist, from first line to sign-off
Marketing resource management checklist for 2027 covers demand, financial states, suppliers, usable capacity, assignments, workload, evidence, and safeguards.
What to take away
- Complete the checklist against one real portfolio and representative records rather than policies, planned software fields, or headline budgets.
- Test ordinary planning plus a cut, surge, leave event, supplier exit, urgent obligation, skill gap, correction request, and disputed AI recommendation.
- Close a gap only when the new decision, allocation, financial state, workload response, supplier action, or safeguard can be demonstrated.
A marketing resource management checklist should verify whether the portfolio is fundable, staffable, sustainable, and changeable. Complete it against one real portfolio and keep the underlying records attached. Work the sections in order: portfolio and demand, money and suppliers, capacity and assignment, evidence and safeguards, then privacy, security, and acquisition checks.
Portfolio and demand
- Intake.Every request enters through one intake form that records the problem, evidence, deadline basis, deliverables, channels, regions, reviews, estimate range, budget source, urgency, consequence of delay, sponsor, owner, audience, outcome, investment class, timing, dependencies, confidence, and stop condition. Pass: no active request is missing an owner or a stop condition.
- Prioritization.Prioritize with strategic contribution, customer value, evidence, urgency, risk, learning, cost, capacity, dependency, reversibility, and opportunity cost, using a published method such as RICE (reach, impact, confidence, effort) or weighted scoring. Pass: deferred and declined work is published with the reason it lost.
- Intake gate. The sponsor confirms the outcome and the stop condition before any work is scheduled. Pass: work that cannot name both is deferred, not started.
Money and suppliers
The UK Government's current contract-management foundation guide covers the contract lifecycle from design and mobilization through delivery, change, risk, records, supplier resourcing, performance, and exit. Its public-procurement requirements do not transfer automatically, but its evidence categories help test agency capacity, internal management effort, milestones, governance, and continuity.
- Envelope.Reconcile top-down envelopes with bottom-up estimates, and tag every amount as approved, reserved, committed, ordered, invoiced, accrued, actual, or forecast. Pass: the two totals agree, and no amount carries two tags.
- Supplier record.Record agency scope, capacity, skills, rates, minimums, expenses, rights, data access, security, service levels, change control, internal review effort, transfer, and exit. Pass: every active supplier has a signed scope, a rate card, and a named internal owner.
- Procurement.Map procurement lead times, onboarding, purchase orders, equipment, production holds, rights clearance, payment milestones, supplier concentration, and contingency. Pass: no work starts before a purchase order (PO) is raised in the procurement or ERP system and matched to the budget line.
- Tool licenses. For each platform, record the license model (per-seat, per-project, or consumption), contract term, renewal date, and budget owner. Pass: no renewal passes without a recorded go, change, or no-go decision before the notice deadline.
Capacity and assignment
- Usable capacity.Calculate usable capacity from gross hours: subtract leave, holidays, learning, management, meetings, administration, support, maintenance, incidents, switching, and a buffer of typically 15 to 20 percent, then divide by the operating weeks. Pass: the figure excludes every category listed and is confirmed by the people manager.
- Demand.Forecast demand by phase, role, skill, timing, confidence, and low, expected, and high cases before moving from placeholders to tentative and confirmed assignments. Pass: every confirmed assignment names a person, a role, a start date, and the plan it belongs to.
- Workload review.Review work in progress, concurrent deadlines, blocks, scarce reviews, leave, qualitative workload, backups, after-hours patterns, and rebalancing options with participants. Pass: participants confirm the load is realistic, and each rebalancing decision is recorded.
Evidence and safeguards
OPM's training needs assessment guidance distinguishes required performance and knowledge, skills, and abilities from current performance, then asks about gap causes, consequences, and resources for closing them. The federal training context is narrower than marketing resource management, but the sequence supports a transparent skill-gap check instead of opaque inference or permanent labels.
- Measures.Define time and utilization measures, purpose, access, retention, correction, aggregation, and prohibited uses; never use one ratio as a performance or employee-value score. Pass: every measure has a purpose, a retention period, and a named owner.
- AI recommendations.Document AI purpose, data, validation, error, bias, explanation, human review, appeal, monitoring, incident response, and shutdown for allocation or employment-related recommendations. Pass: a disputed recommendation can reach a human reviewer, and the outcome is recorded.
- Variance.Compare forecast and actual effort, cost, rework, cycle time, outcome, and variance reasons; preserve the original plan and update future assumptions without blaming honest uncertainty. Pass: the original plan is still readable after the update.
Test the checklist with a launch delay, budget cut, supplier exit, unexpected leave, urgent obligation, and skill bottleneck.
Recheck the evidence after the next planning cycle and confirm the change with the people responsible.
Privacy, security, and acquisition checks
The W3C Privacy Principles statement gives web-system designers shared privacy concepts and warns against shifting privacy work to individuals. Apply it to a marketing resource management checklist, then name the law and the regulator that apply instead of leaving them implicit: the GDPR or UK GDPR for European data and the CCPA as amended by the CPRA for California, with the ICO as the UK supervisory authority and the FTC, the California Privacy Protection Agency, and state attorneys general in the US. Pass: the lawful basis, the notice, the retention period, and the route for access or deletion requests are recorded for each data set.
The U.S. Cybersecurity and Infrastructure Security Agency (CISA) software acquisition fact sheet covers development practice, supply-chain exposure, deployment, and vulnerability management. Add those government-acquisition questions to a marketing resource management checklist review without treating them as local approval. Pass: every new tool has a named owner, a vulnerability-response route, and a documented exit plan.
Checklist evidence register
Keep this register in a shared spreadsheet tab, in a workflow tool such as Asana or Jira, or in a dedicated marketing resource management platform such as Adobe Workfront, Uptempo, Allocadia, or Planview. Use one row per area, with the owner, the evidence links, and the decision recorded against it.
| Area | Minimum evidence | Decision |
|---|---|---|
| Portfolio | Demand, outcome, owner, priority, stop rule | Accept, defer, test, or decline |
| Supply | Skills, capacity, constraints, workload, backup | Assign, develop, buy, or delay |
| Money | Estimate, commitment, actual, forecast, supplier | Fund, rebalance, or stop |
| Safeguards | Purpose, access, correction, review, appeal | Proceed, condition, or pause |
Worked example: a skill-gap check found a content role missing analytics training. The owner bought two days of training and updated the skills matrix with the completion date. The record is the training request; the owner is the content operations manager. The same evidence rule applies at sign-off: the sponsor and the finance owner approve the business case at the stage gate, and the approval form carries the decision and the next review date.
Sign-off
The checklist closes at a sign-off gate, not at the end of a meeting. Bring the register, the evidence links, and the open gaps to the sponsor and the finance owner. Approve only when every row shows a decision, every material gap has an owner, an interim control, a due decision, and a verification method, and the funding approval form or business case records the outcome.
- Portfolio gate
- accepted, deferred, tested, and declined work is published.
- Funding gate
- the envelope, the commitments, and the purchase orders agree.
- Capacity gate
- named people and dates carry the confirmed plan.
- Evidence gate
- measures, AI recommendations, and variance notes are traceable.
- Safeguard gate
- lawful basis, retention, security response, and tool exit are documented.
Record the sign-off in the same register, with the approver, the date, and the trigger that starts the next review.
Common questions
Who should complete a resource-management checklist?
Include portfolio, marketing, operations, finance, procurement, people managers, workers, agencies, technology, privacy, security, legal, and accessibility roles as relevant.
Does every checklist item need a yes answer?
No. Mark an item not applicable only with a reason. Give each material gap a consequence, owner, interim control, due decision, and verification method.
When should the checklist be repeated?
Repeat after a planning cycle or material change in demand, budget, staffing, supplier capacity, technology, worker-data use, policy, or operating risk.
